启动 assist 前应先清理 staged 与 unstaged tracked diff。Vega 会先写入并校验 workspace-baseline.json，确认基线可用后才生成 worker-prompt.md。当前主会话或宿主工具的 原生子代理按 Prompt 实现后，再运行 loop continue；Vega 依据真实工作区和验证证据继续， 不采信 Worker 的口头完成结论。
