Francis is a local-first AI operator layer for a personal computing environment: a governed runtime that turns intent into plans, approvals, bounded execution, receipts, memory, and observable desktop presence. It is being built toward an OS-layer Digital Twin Operator, with the current repository strongest in governance, observability, mission continuity, capability lifecycle readbacks, Lens/orb surfaces, and receipt-backed dry-run operator input.
