Use it when a Hermes instance needs a conservative bridge to Headroom: install the Hermes plugin surface first, then install or point it at a local Headroom runtime for actual compression. The plugin does not compress by itself; it calls the configured Headroom proxy for /v1/compress, /v1/retrieve, stats, and smoke tests. Without that runtime it is limited to install/status/readiness surfaces and fails open to exact outputs.
