Workflow Skill Router is a pre-execution, runtime-aware Skill-selection layer for Codex. It keeps the agent focused on the smallest verifiable execution path, preserves user authority, and exposes what the runtime can actually do. It is not a substitute for permissions, approval policies, sandboxing, or production orchestration.
