skill 长期偏好保存在 ~/.web-access/config.env（Windows 为 %USERPROFILE%\.web-access\config.env；首次运行自动从 templates/config.env.template 创建）。它与站点经验 ~/.web-access/site-patterns/ 一起放在 skill 目录之外，升级 skill 不会覆盖或删除。
