intent_detector.py 以純 regex/字串比對處理 80%+ 的路由決策（合約審閱、台灣法條查詢、Firecrawl 爬取），不消耗任何 LLM 呼叫。只有無法被規則覆蓋的模糊意圖才走 LLM router，最大化整體效率。
