Pareto-optimal OpenRouter provider chooser for LiteLLM

A LiteLLM callback that picks the best-value OpenRouter provider per request when a model is served by several upstream providers. For each request it applies hard filters (quantization, minimum context, zero-data-retention, 5-minute uptime, minimum sample size), builds a pareto frontier over input price per million tokens vs P50 throughput, and walks it greedily to a single winner, with flap damping so the choice does not thrash.
