Open verifier for heso ActionReceipts — verify signed AI-agent action receipts offline, with heso removed from the loop — plus the heso agent-web runtime. One Rust core. No Chromium, no Node.
Every action a heso-governed AI agent takes is sealed into a signed ActionReceipt: Ed25519 (verify_strict) over RFC 8785 (JCS) canonical bytes, BLAKE3-chained to its predecessors, optionally anchored to RFC 3161 trusted time and an RFC 6962 transparency log. This repository is the complete, offline verifier for those receipts — everything a relying party (an auditor, a counterparty, a court) needs to check one with zero heso account, zero network, zero trust in us.
