等待时长按环境自动取值：dev（5173）给 9s，构建产物（4173）给 5.5s。dev 模式要对每个 模块即时编译，多请求页面（驾驶舱/财务）首屏实测 3–7s，等待给短了会把"慢"误报成 STILL_LOADING。正式验收请打 vite build + npx vite preview，没有编译开销、结果稳定。
