Provider-native OpenAI Responses tools for OMP and Pi-family runtimes.
插件优先使用运行时传给 extension hook 的模型元数据。如果某些 OMP 版本在 hook 上下文里剥离了 compat.openaiProviderTools，插件会退回读取当前 runtime home 下的 models.yml，只合并当前 provider/model 对应的 openaiProviderTools 元数据；不会读取、复制、记录或管理 API key。
