Sanna generates portable cryptographic receipts attesting to governance outcomes. The @sanna_observe decorator is post-execution detection and attestation -- the wrapped function executes before output checks run, so its side effects are not prevented; the gateway and interceptor surfaces enforce governance pre-execution and block disallowed actions before they occur. An opt-in pre-execution reasoning gate in @sanna_observe activates when a constitution defines reasoning checks and _justification is supplied.
